i think wolverine is the most powerful overall; but if you mean powerful by most useful powers, i have to say deadpool. his double jump can go through walls which allows you to complete levels much quicker (also you can skip objectives; for example in Mandarins palace in the room before him you go to the door to Mandarins Court and its locked, Deadpool can jump through it =D. and his Dual-Shot just dominates bosses :D

if you mean fighting, try wolverine, he has savage attacks and heals himself.
if you want a strategic fighter, try deadpool
i, myself, like ghost rider, he has a great use of abilities (and not forgetting to mention wacky punchlines :D)
