What I want is gonna seem weird...Please hold with the questions as to why I want it. 
I want this:
1.Background completely yellow.
2. At the top, I want "WARNING" in black with a black box surrounding it.
3. Below that, to the left, I want "RETARDS ARE PRESENT" in black.
4. To the right of that, I want a picture of...a smiley drooling...in black...if that makes sense.
5. I'd like the size to be 575x388.

575x388 Is too big for a sig size unless it's not for the site.

Yes it is. The limit for sizes is 500x200
