My question is why won't it let me use codes?

I just talk to nook. it works for me. I do have nookingtons on the game. Also it could be the version you have. Mine works all the time, but only 3 codes can work per day. sometimes the code you have may need to be put last. so enter different ones till that 1st code works, then do the second one, then the third one.

when talking to him pick other things. if that not showing try another game cartridge for it.

I use codes for this sometimes, but mostly I don't with the game cube.
