I cannot find the second blue flag on the ocean in Lyp. I know where it is supposed to be. I have covered the ocean many, many times but can't find the flag. Please help. Thanks

if you are talking about the flag on the beach where you find the mozweed, it doesn't show up until you hit the pabpab village and talk to a certain someone in the village where you find gyotto.
