easy ook some steps
1: go to a shop and buy some
2: fill them up with water (or somethink worse)
3: tie them off go on a bulding a drop them on he's head and RUN!

i know where the errand is.from the bridge that goes into the nerd part of town go up and when you see town hall stop,in a road directly infront of town hall.

To actually make water balloons is to run an errand for the guy on top of the building (by the bike shop) in Old Bullworth Vale or the Bullworth Town. After that I think it will give you a conformation note. So you can just fill them on the same building and throw them at people without getting caught!

what you do is go to a water fountain or the tap you first make them with it will automatically fill them up then you throw them at some one. (you can't make more than one because if you try to it will drop the first 1 and it will burst)

Do You mean Water Balloons if So You Unlock them by completing an Errand you know the Yum Yum Market where the Town Hall-City Hall What ever right next to the Yum Yum Market there is a building with a ladder located at the back you have to climb over a wall first climb up the ladder there will be a townie up there requiring your help to throw some water balloons or Water Bombs as you call them at anyone on the ground And Throw At Least 3 Of Them At Anyone on the ground and they have to hit or you will not complete the errand You are welcome that is the best way to do it
