You can. After you do the easy first chapter, the town opens up and you get loads of freedom. But before that, there are still a lot of fun things to do. You don't have to do the main story, but i think it's better if you do. And feel free to wear what you want after the first mission, because the prefects don't do anything to stop you.

If you don't get caught nothing happens but if you do you get forced to do class.
