In DBZ 3 how do you get the web all the way to 20. I have goku at level 99 but my web is at 15 in health and 14 teen on everything eles.

You must beat his DU then you will be able to wish for the breakthrough or whatever is there. You must compleate the DU's with the dragion balls to get that persons breakthrough.For the rest of them you must bye them at the shop.

OK, i dont understand why, but its not possible to get past lv 99. look in dragon arena. there arent even any enemies above 99.

Well you can't max out all the stats.This is just like MMORPG.You have to plan for your character stats.Not just anyhow add them till high lvl and everything is max.
