i have a 69% capsule count and have all characters and all breakthroughs and ultimate moves. I just got saibamen and cell jr. a week ago. I will answer any of your questions about this game.

here is how u get cell games - use a lvl 35-40 person and fight lvl 52 trunks in da DA

Cell Games Tournament: At some point in Dragon Arena, Cell will "Suddenly Break In". Beat him, and this stage will become unlocked. From what I understand, you need to use a character with a
Level of 20-30,...and after 15-20 battles, Cell will appear.

i unlocked the cell games wen i was using a lvl 69 caracter so i don't think there is any specific lvl
