i got it by beating omega shenron but u haf 2 beat him, in da fusion
go to da skill shop and get da ultimate moves for everyone capsule
hope dat cleared fings up a bit

The Breakthrough's appear in the same order as the characters are listed/selected. If you have the "Strategy Guide", they are listed the same way. So,...if you have the breakthrough for the person before him,...he should be next in line. Also, make sure you have all of the "Ultimate's" as well.
