i know brolly is,cos he was the first actual Super Saiyan,but he was only Asceneded Super Saiyan (look at his muscles in his normal form and then look at them in LSS).BUT Goku reached every form of Super Saiyan and didnt cheat,unlike Vegeta,who didnt become a SS3.

ive just remeber something Vegeta said near the end of Dragonball Z.When a saiyan is born,his hair must stay the same for ever,no beard or moustache allowed.Probally didnt want long girly hair.

It involves the traing.....Broly (as stated above) was born a Super Saiyan, that is what makes him (and those like him, "Legendary. Goku, Vegeta, Gohan, Trunks...etc...all had totrain to reach the level of Super Saiyan.
