Look let's do this step by step...
When you'r at the menu go to Dragon Arena
Choose 1P vs COM
Choose you'r character
When your at the screen with all the computer characters you'll see that above there's Passwords, just press R1 or L1 to switch, then when you'r there, press start and simply enter the passwords...
here's my Vegeta, he's lvl 99...

the biggest part will work but when i type the password its says wrong password i tryd two different ones and they wont work

Then there's a problem with the password, or a problem with you because my password works, t0ms0nic and SS13 Jay tested him, so there's a problem with you...

o.k...look, go to profile it's at you'r right hand above on this site, you'll need to browse for a pic, the pic needs to be 100x100 pixels and 7 Kilobyte MAXIMAL and then click upload, if the file is bigger than 100x100 pixels and the size is bigger than 7 KiloBytes it won't upload so watch it, if you need somewhere where you could find a avatar (pic), go to www.myfavoritegames.com

I think you aren't doing it well...
I don't know how to help you...
I can't help you putting the password in because I'm not there...
But copy the Password and paste it in word, and make it size 72, look if you can do it right like this...
