Maybe, maybe not. t0ms0nic said he unlocked it. Anyways it you want to try and get it, go to Dragon Arena with Goku, Fight lvl 99 O.Shenron, the Golden Ozzaru might break in. Keep fighting him untill he breaks in, but you can oly fight him. Not use a s a playable character.
