Did you use a cahracter lvl 10-20,and did you fight oppodents 10 lvls above you in Dragon Arena?

Well, try fighting lvl 32 Videl in DA. It is most likely to have someone break in for Saibamen...If it does not work, try fighting her at least 10 times.

I'm pretty sure you have to beat Nappa when he breaks in to get saibamen.

Saibamen: In the Dragon Arena: use a Level 10-20 character, and battle opponents *AT LEAST DOUBLE* your own level. Eventually, Nappa will "Suddenly Break In". Defeat him, and the Saibamen will become unlocked.
*Example: A level 25 Cell should battle a Level 50 anyone. Once you "Power-Up" to Level 26, battle a Level 52,...and so on.
