Saibamen:Go to Dragon Arena,and have a character between 10-20.Fight a character that is twice your level.Keep fighting until Nappa breaks in.
Cell Jr:Same as above,but have a character between 20-40.Keep fighting a character which is 30 lvls above you until Piccolo breaks in.

To get cell jr have a character at level 36 then challenge level 66 fat buu then choose any stage and piccolo will break-in beat him to get cell jr!
