Its all to do with how many of the secret things are characters, guess thats why they are secret, lol.

Yeah the 7 secret things were alternate costumees, the modes, and some other things.

I'm guessing alternate costumes was classed as 1 secret and not only a few characters had them.

A few?, alot of them are supposed to have alternates, but others like frieza and cell just alternate colors.
