Most common battleground i thought was city ruins, though i can't say if theres a particular saga that it seems to appear more in.

Dragonballs are in every fight but they are easier to find in City Ruins .

They are mostly found in the city ruins, but if you'r in any other place, just blow stuff up, but use a dragonradar.
