Here are some things I have questions about.
1. I beat the game, and yet it says I have 91%. It won't let me do the "Ultimate Dragonball" saga, for some reason.
2. I beat the game, and yet I haven't unlocked all of the characters. What's up with that?
3. What is "18's Kiss" or something that sounds like that...
4. What is Tenkaichi (Title)?

1.If you mean story mode then there are one or two 'What If's' you haven't done, the three are 'Destined Rivals' 'Beautiful Trechory' or something like that, it involves the Freiza saga, and the last one involves Saiyan saga, I forgot it's name,
2.Your probably missing Kid Goku, Oozaru, and Grandpa Gohan,
3.'Kiss Of 18' Is a capsule that raises all of your abilities (health, Ki, attack etc.) by +4,
4.Tenkaichi (Title) is another capsule that power ups your abilities, I think it's like Kiss of 18, it's been so long since I played the game.

There are three what-if sagas. There is one where you beat Raditz in the Saiyan Saga, one where you beat Dodoria as Gohan and Krillin in the Frieza saga, and one where you beat Gohan as Goten in the Buu saga.
If you tell me where the characters are located on the list (next to this, beside this, etc.) I could tell you who you are missing.
Kiss of 18 is a z-item that raises all of your abilities by 4 and let's you have another dragon-use, which is the thing where you hit someone away really hard and then chase them and do it again.
Title [Tenkaichi] is the same as Kiss of 18, but you don't get anymore dragon uses.

You probably have to beat the what-if stories. They are Fateful brothers(beat raditz w/ piccolo on 1st battle) Beautiful Treachery(defeat dodoria using gohan and krillin in frieza saga) lastly Destined Rivals(beat gohan using goten in buu saga)

I don't think there is any other way to get Kiss of 18.
