The weapons could have attacked Sephiroth before the barrier went up but didn't. The reason why they awakened to protect the planet is because Sephiroth was summoning Meteor.

Perhaps because they were meant to somehow destroy Meteor or prevent its' coming, not what was causing it. Either that or Sephiroth managed to gain control of the Weapons to use them as his own pawns to try and wipe out anyone who was trying to stop him.

No it's something else.

Because they were created to destroy all life on the planet, so that all living energy can return to the Lifestream. This will therefore allow the planet to use enough energy to heal itself after the oncoming attack from Meteor. They also particularly target Shinra and its Mako Reactors, as they drain spirit energy from the planet.

My answer is actually correct. After I posted it I quickly looked it up.

Although if that's not what you're looking for, I'd say that it's because Sephiroth had the Black Materia, and somehow walked down to the bottom of the Northern Cave during the chaos.

I asked the question after reading about it myself aswell. It said they didn't attack him because he was encased in Mako and the Weapons couldn't sense him.

I'm sure it's based on the HP or MP of the user. But that's probably wrong.

How much HP the user currently has (not determined by their total HP, but how many HP they have when the attack is used, for example someone with 529/890 HP using the attack would cause 529 points of damage).
