Thats only if you have counter attack though but you still have Omnislash no matter what.

I did that once before but after Sephiroth attacked Cloud didn't counter attack, I choose to attack myself.

Neither did I but Cloud never counter attacked. The question that was asked though was do you have to have omnislash before the battle in order to use it.
