I usually focus on leveling Squall and increasing his stats more than the others. The two best places to train are the Island Closest To Hell and the Island Closest To Heaven but the enemies here are the strongest in the game and have extremely high stats. The Island Closest To Hell is in the SW corner of the map and the Island Closest To Hell is in the NE area but you need the Ragnarok to go to them.

No there is just no shoreline on either of them to get there using garden.

No they are not grey you just need the Ragnarok to land on them.

You'll be able to tell when you land on them if you go to the menu and look at the location part.

Don't forget the enemies there are really storng you will need to have you vitality and spirit very high to withstand their attacks a good tactic to beat them is to use Quistis's degenerator limit break move. There also draw points all over both areas.

The Gesper enemy drops it and when you go into the item list you can use it for Quistis to learn degenerator which kills any monster except bosses instantly.
