I think so but I think Lulus cost less than the rest of 'em 'cuz when I was buying them I was running short so I bought hers.

A capture weapon, do you mean? Yes, although I wouldn't buy it, personally. MAJOR waster of money, if you ask me, unless you're a big fan of the Holy spell.

Well, it's just common sense really. Unless you choose to develop differently from the norm, she's your second weakest character, after Lulu, and unlike Lulu, she only has one offensive spell, Holy. True, said spell is quite a powerful one, but it's nothing compared to Ultima, anyway.

Yeah it truely isn't as powerful as Ultima. Does Holy even hit all enemy's or just one?
