how do you get dlc packs without using xbox live

You must use Xbox Live to get DLC. You don't need to have a Gold account, just a Silver account, and internet connection along with money of course. Then you can just go to the Game Store and buy the DLC.

Can someone help me? I'am in driver level 50 in career mode, forza 4.
I have to drive on Sebring International Raceway, but i can't go further.
They telling me that I need a higher driver level or a new car.
I've chosen some different cars but it won't work.
Does anyone know what I have to do?

I can put cars in my garage. Says its full but it isn't. Have like 15 cars in there now. Is this common??
