You can't fly. In the PSP version you could use the Edison Carter cheat device.

darn. Well i just read the walkthough of helicopters that say thay can be hijacked.

Helicopters don't even land. Only things that land are planes but they can't be stolen.

well, I just flew a helicopter. How? On the mission calm befor the storm you need to follow this helicopter,and it lands twice. when it lands the second time, get a motocycele and drive up yhr steps. don't walk into the marker. go to the helicopter and steel it.
