Yes, Xehanort only knew because He was Ansems right hand guy. Ansem started with the experiment and created heartless, he tried to contain them in Radiant Gardens Heart when he realized that he had done a bad thing. but the heartless got out and Xehanort continued with his plans and created nobodies.

you sound suprised that Nomura said you had to be lvl 99 to beat them, in the kh2 book it says that you should be lvl 80 to beat sephoroth and yet people have been beating him at lvl 45+

Level 80 was to be able to beat him no problem. i beat him on normal at 46 and on proud at 51. If your level 80 you would beat him very easily.
