Ok something is wrong I've unlocked all 32 and I didn't unlock ANYTHING!

I have the same problem. I've unlocked 8 expert staff and beaten one with my Mii using the bullet bike however in doing so it didn't unlock Funky Kong or Baby Luigi. Does anyone have any thoughts as to why this is? Thanks

Maybe both your WIIs have some sort of virus.If not,I have no idea whats going on.

You have to have 8 expert ghost data staff to get baby Luigi and 4 for funky Kong.

You won't receive the characters right after you unlock the expert staff ghosts. You have to either complete something else like a grand prix tournament, or you could restart your wii.
