You have to buy the different military camps from the military section of the build menu

Go to build hit infantry click on the musketeers and as long as you have everything you can build it

My game seems to lock up when I have a barracks the pike camp cannot be bought still stuck on level 4

Icant seem to build a farm, pike building, mine and a few others. im level 14 and have leveled up all my buildings, but those items are greyed out still. I have a lot of space still

You need happiness levels as well as experience level.
Build flowers, trees benches etc and it should start opening up the other items in your menus.
