Where do you find the enemy navies u defeated and fight them repeatedly?

I found Diveman in seaside area 1 but i can't find him to fight him again and I cant find the other enemy navies

In random places they will show up I think, I cant clerly remember I think some or certin area and otehr show in certin areas and some are compleate random I think this is true but I am not clear since the last time I have played was around last August

you can find blastman in cental area, Diveman in seaside area, judgeman in green area, and elementman in skyarea

Blastman: in ACDC 2. Use Oil Body, and you'll run into him every time there!
Diveman: Seaside 1. Use Fish, and sneak run.
Circusman: ACDC 3. It's not a big area.
Judgeman: Green area 3(im pretty sure).
Elementman: Sky area 1(the same area of that cafe)
Colonel: Underground 2(If you're going after Bass BX here, be careful of Colonel SP).
Diveman: Seaside 1. Use Fish, and sneak run.

Their really kind of pitiful. This version of the game was way to easy. Especially the viruses. They sucked. The onlt navi that was anygood was Clown man, but onve you fight him twice, he's pathetic.
