Well you have to start in NOC but you end up in the Main Deck. Go to the RS entrance, go as far as you can go (The blown-off entrance to the Restricted Lab) and Shinespark up. If you do it in the right spot, you'll Shouldersmash right through a PB Tank.

How about the one below Ridley's sub-zero lair? Where you get into the room with all the light-sensitive spiky things, go all the way to the left, PB and eventually you'll come to a Power Bomb Tank.
