I know what they do..... ...they give you liscence plates & vynils & cars i think.......

if you collect the first 12 in san diago in career mode you get the vinyls. if you get the next 12 in atlanta you get the license plates. and the 12 after that in detroit you get Race Starters as Riders. (the people that stand in front of the cars and count down the start)

well I know where one of them is in atlanta. After you exit your garage turn right. there should be a rockstar symbol through a window.

If you beat the game you get the Rockstar vinyls and plates.
