Is Minecraft Command Blocks Out On Console Yet?

I don't know if Mojang or 4J Studios, creators of Minecraft, added the in-gate chat window yet to console (Xbox 360, Xbox One, PlayStation 3, Wii U, Nintendo Switch, & PlayStation 4). If someone knows how to get in-game chat windows(chat boxes) without any mods, third-party devices, or multi-player games (i.e. Xbox Live or PlayStation Plus), please tell me how to do it. For those who don't know, chat windows (Chat boxes) is the little bar at the bottom of the screen that you can type in any words. Also, third-party devices include jump-drives, Computers (Even Those Owned By Microsoft (i.e. any windows desktop/laptop), Apple desktop/laptop, and other most-used computers), gaming keyboards, Xbox controller keyboards, and other stuff that you have to buy in excess to anything other than your gaming console. Please help me.
