Most likely, but it's hard to see what they can really do to make it different...
I suppose they will have to do this massive collaberation of Underground to Carbon and Prostreet where you can still Free-roam about, but obviously like in Carbon you'll have to obey the limits.
However, you can still race legal ones.
Status = Part Time.

Very much so. Too many things were required for improvements due to them taking a step backwards in terms of their physics engines and what not.

Well a shorter wheel base means it should be easier to get into a drift with...Controlling is another matter based on the chassis and its relationship with the suspension.
