I have completed 67% of the game (after beating that Caleb guy) and Rachel's message poped up saying that I have completed the game and had to go to the car lot and return her car.
Does that mean I completed the whole game?? What do I have to do???

No, you didn't complete the game yet. You have to go to the world map (in your garage) and complete the rest of the races on the map to unlock everything else and get 100%.
