You have to go to the Safari zone you have to look a lot to find one it took me an hour to find mine.

Basically just go to the Safari Zone and be there for awhile and eventually a pinsir will pop up and hit it with a rock then try and capture it.

You don't have to catch in Safari Zone. If you go to Cerulean City and defeat the nugget bridge, there will be a guy hiding in the weeds just past the bridge. As you walk toward him, hit START and fly to Celadon City, then walk to the Bike path in the West. Beat the biker to the South at the start of the Bike Path and then immedeately fly back to Cerulean. Walk toward the Nugget Bridge and once you're on it and you can see a little bit of the island next to you, hit Start and then B. You should go into battle with a Pinsir. This works several times and you get different pokemon after beating different trainers.
