Maylene's Gym is all the way down on the bottom of VelStone City, go inside her gym, beat the 4 Gym Trainers, and move the Floor tricks around to let you go to her in hte back, and face off against a Meditite, Machoke, and Lucario

Staravia is useful for Maylene. Then burn her Lucario up with a Fire type like Ponyta, or use Monferno if you started with Chimchar.
Her Gym isn't that hard to solve either. Just push stuff about and you'll find your way to her.
