Not necessarily, Gamerad. I once got a shiny Groudon without using a cheating device, and it's pretty much the same thing as getting a shiny Rayquaza.

No, they're just as rare as any other shiny. The chances of finding a shiny version are same for all Pok�mon, excluding, of course, the Gyarados in G/S/C.

Consider this... If the chances of getting a shiny pokemon in any game (excluding R/B/Y) are 1/8291 (or whatever it is), then doesn't that necessarily mean that the chances of the Red Gyarados has a 1/8291 chance of being its normal color?

No, because that specific Gyrados is meant to be red. It is red and only red and you cannot change it. That's like saying the Red Magikarp should be blue. (maybe not the same thing but you get it.)

But don't you think it could be at all possible? Like, could they really program around the shiny code to make one pokemon specifically shiny? I don't think they could.

Yes as a matter of fact, I beat Gold exept for Mew and Celebi and my friend stole it and overwrote it. But how are they able to program the one pokemon so that it's always shiny?

i found a shiny hoppip in LeafGreen but that is about it.
It's cool, it is green instead of pink.
I found it tin the grass next to one of the islands (i think it was the 7th island)

It was random when i found it.
I was training and i found it on the way back to the island, it was island 5 not 7.
I nearly ran away from it, but i realised it was shiny.

Preferably the Kecleon blocking you from Fortree's Gym. It should've been shiny IMO.
Anyway, the last shinies I found were both on the same Sapphire file, a Taillow and a Magikarp.

I caught a shiny phanpy in silver. But the only other shiny ive ever seen since then was a shiny gyarados in the battle factory. That was weird
