Referring to an earlier post, Mewtwo and Lugia are most likely male because of their voices. The games don't give the legendaries genders because it is to prevent breeding. All complex living creatures have to have a gender. There is no way around it.

Entei would also be male. Mew would probably be like Mewtwo's sister or something. Celebi and Jirachi... I don't know... they have sort of childish voices.

In the movie, Jirachi was referred to as a "he" so it's probably male.
