Pick any spot on one of Sevii Island and train there. Those are some decent spots to train. The Cerulean Cave (Mewtwo's) also has some high-leveled Pokemon.

All the suggestions in this thread are good but also try Seven Island, it has some good trainers and wild pokemon in it. But after a while go to stronger places like the Elite Four.

Also this moveset really works well on Tyranitar:

Flamethrower
Surf
Thunderbolt
Earthquake

Hope I helped. Smile

As Coachline said, Seven Island works well.

Not the place to ask this, but to answer your question, beat the Elite Four, catch sixty Pokemon, and make sure you've done the One Island side-quest before beating the 8th gym.
