Before you can get in, you need to go to Four Island and help Lorelei defeat Team Rocket there. After that the man in front of the door will move, then you must Cut the door down, go down the holes that the Braille in the middle of the room indicates, and try to retrieve the Sapphire. Then that man will steal it and go to Team Rocket's Warehouse on Five Island, but he'll give you the second password to enter it.

First you have to save Lorielle in 4 Islkand Icefall Cave. Then go to 1 Island Mt Ember and get the Ruby. Then the guy in Dotted Hole will move. Solve it, and take the Sapphire. Then a Scientist will take itand battle you. Beat him and he leaves a password behind. Go to 5 IUsland Rocket Warehouse, go threough and beat him again. Take the Sapphire. Then you can give them to Celio on 1 Island.

He should already have the Ruby. You have to get it before you can even go to Islands Four through Seven.
