In my pokemon strategy guide, it says that you can catch electabuzz in the power plant. It also says that is is rare, so i thought i was ganna be walking for about an hour, but i never been expecting to be walking for a whole week. I am getting VERY tired of looking for this stupid electabuzz, and can u really catch it in the power plant?????

I don't know why, really, but you do have a responder replying that it exists only in FireRed, which, from the sound of things, it really does.
