well normally you would have to be lvl 23 or higher but with Psyduck learning plenty of water type moves linked together, i would say lvl 20 or 21.

actually im a gold duck and the only water move i've learned is dive 
from a tm i beat him with a tactic i use which i used against all the birds and rayquaza and groudon, its basically u use disable and paralyze them then hit them with everything you've got, usually works

I not really sure what level because I beat uhh "it" (because it is genderless) at level 30 the first time I faced it! And I beat it with Pikachu (as me) and torchic (as my partner). Electric types are strong against flying types and moltres is a fire/flying type. And Torchic did strong moves, dealing tremendous damage with fire type attacks!
