How can i catch Rayquaza if I already used my master ball? is there anyway i can get another masterball?

So after I used the masterball I found in the Aqua hideout on Kyogre, the only other place to get one is to win the lottery in Lilycove.
Does that even happen? As soon as I made it to Lilycove... every single day, I've been taking a ticket, and it's never matched up. I've had this game for two years. (There was a period of time that I didn't play... about four or five months. Then I got the Prima's strategy guide, and started playing again.)
Also, what is this "action replay" I'm hearing about? I did a little bit of research, and it seems to me like a gameshark kinda thing.
If it is... then you've probably noticed I'm a little behind the times.

oh, AND learn how to use the edit feature in your own posts
... and nah that aint normal, but to be honest i've always used a masterball on them so i wouldn't know... but i've heard they can escape even if you status them, just not if you trap them

I caught Rayquaza about 10 minutes ago and this is how i did it (FINALLY):
I used my level 79 Absol and taught him "Return" (TM move)
Everytime Ray fell asleep, i used return once then used a great ball (since my pokeballs and ultraballs were all used up)
I kept doing that untill Ray finally had no more PP left for ANY of his moves, he would then use "Struggle" (which hits him with recoil) and i dont know .. i eventually got him with a greatball.
