HELP with getting past Misty on Pokemon Yellow

i have made it to Misty's gym and have gone through the gauntlet of team rocket across the bridge to Bill's house and done everything i was suppose to do northeast of town.

But when i go to Misty's gym i beat the two junior trainers then i try to fight Misty she says "You have to face other trainers to find out how good you are"

The weird thing about this is that the police officer who is suppose to be guarding the door that will give you passage down to Vermillion City has moved out of the way even though i have not defeated Misty. I have even been able to get on St. Anne and get the cut HM from the captain but i can't fight Lt. Surge because you can't use the cut move unless you get misty's badge first.

i have looked everywhere and can't find any answers so any help would be appreciated

I've never seen this happen personally....... But the officer moving from the door is normal. It happens after you help Bill. You do not have to defeat Misty, for the gaurd to move, It happens after Bill.... But the Misty situation is a tad bit different.....
