For the second evolution, in which there is no cocoon, do you give your chao animals/chaos drives before or when it reaches 4/5?

It's generally easier if people just post their questions in a new topic they make for themselves with their question and people answer them.
If you want to ask a question, then please start your own thread for that question. Search the forums first to see if it has already been asked...
