ok sonic wiz,how do you get a blue sonic chao its hair all the way to the ground w/o the l.v.99 on running.im a pro and i beat the game to and i dont have it and my friend has it and hasnt beat the game.

Here's a trick. Take an animal, stand close to a chao(it must be facing you) and place the animal down in front of the chao. If done right, the chao will get the stat increase, and you will be able to reuse the animal.
As for your Sonic Q. I never really tried, But 1 way would be is to let it die and reincarnate till its speed is up in stats to about 500-1000 when it hatches, after that, it will start looking like the sonic chao you mentioned well before Lv99.
