you can buy cell phones at cell phone vending machines, which are located at a few community lots; or you can enter the boolprop cheat and shiftclick your selected sim, click 'more' then click 'add cell phone'. to public woohoo, go to a community lot and make a sim try on some clothes and when they're in the fitting room select the other sim and click on the fitting room and click "public woohoo."

Yeah. I just found that out, the cell phone is really useful
