Skill Points do follow a schedule.

On Sunday morning at 12.05 a.m., you can find a Creativity Skill Point on the
Sun Deck (will be there still at 3.00 a.m.)
On Sunday morning at 12.50 a.m., a Business Skill Point next to the Dance
Floor at the Saloon
On Sunday evening at 4.46 p.m., a Body Skill Point in the corner of the Freezer
On Monday night at 10.29 p.m. a Mechanical Skill Point at the shrine dedicated
to Auda Sherif in Mamma Hogg's bedroom
On Tuesday morning at 6.33 a.m., a Mechanical Skill Point in blue corrugated
carton in Secret Warehouse
On Tuesday morning at 6.40 a.m., a Body Skill Point to the left of the main
stairs in the Basement
On Tuesday night at 10.30 p.m., a Body Skill Point in the Gym
On Tuesday night at 10.35 p.m. a Business Skill Point (red) in the Asian
Emporium.
On Tuesday night at 10.37 p.m., a Mechanical Skill Point on the palette in the
Furnace Room in the Basement
On Wednesday morning at 6.50 a.m., a Creativity Skill Point beside the shed
near the cattle in the Town Square.
On Wednesday, at 4.39 pm. or 9.41 p.m., you find a Mechanical Skill point in
the Vault.
On Thursday at 8.11 a.m., you find a Mechanical Skill point in the Furnace
Room.
On Thursday at 8.13 a.m., you find a Creativity Point in the Atrium Centre.
On Thursday at 4.01 p.m., you find a Mechanical Point in the Basement, by the
stairs.
On Thursday morning at 8.00 a.m., you can find a Business Skill in the Store
At 5.02 a.m. on Friday, you find a Creativity point next to the shower in the
Rat Cave (there at 7.59 a.m. as well)
At 5.07 a.m. on Friday, you find a Mechanical Point in the Freezer (still
there at 7.59 a.m.)
On Friday, at 5.17 a.m., you find a Charisma Skill Point in the Sax Lounge
(still there at 7.59 a.m.)
At about 9.30 a.m. on Friday morning, you can find a Charisma point in the
alcove in the Managerial Suite. (You can find one the next week at the same
time, day and location.)
At about 4.30 p.m. on Friday afternoon, you can find a Creativity Skill Point
in the corner of the Lion Lounge
On Friday at 7.36 p.m., Body Skill Point upstairs on the dance floor in the
Saloon (will be there at 11.10 p.m. as well)
On Friday night at 11.20 p.m. Creativity Skillpoint in the gaol (will be there
from 7.30 p.m. onwards)
On Saturday morning at 2.30 a.m. Mechanical Skill in an alcove in the Atrium
Centre
On Saturday morning at 2.31 a.m. Body Skill Point next to the Store
On Saturday morning at 9.00 a.m., Body Skill Point in the gaol
On Saturday morning at 9.15 a.m., Body Skill Point on the Sun Deck
On Saturday afternoon at 4.02 p.m., a Charisma skill point in the Art Gallery
(will be there still at 11.08 p.m.)
On Saturday afternoon at 4.22 p.m., a Body skill point in the Bovine Sanctuary
(will still be there at 11.02 p.m.)
On Saturday afternoon at 4.23 p.m., a Mechanical skill point in the Government
Laboratory (will still be there at 10.59 p.m.)
On Saturday, at about 6.00 p.m. you can find a Charisma Skill Point in the
Tanning Salon in the Spa and Gym (will be there still at 11.10 p.m.)

I got it in The Dessert Near the Probe on Wednesday 12:30 AM.

Still Walking Slow?

Try to Equipt Water Gun while you Walk. It would Help. I did Experience walking Slow for 2 Days. I had to Equipt Water just to walk fast.

You walk slow after you have been Knocked out Cold by Aliens. Or;

You Traveled Back Time.
