I need neighbors on the Sims FreePlay boat...

and...How to:
* Get a job and access the town - I have 5 Sims and I'm at level 13, and it's getting boring just visiting each other. I stopped getting any Goal Messages after the gardening patch. I can't visit the freaking park --- I'm just stuck. The Business tab isn't activated...sigh.
