Won't do anything

I'm new to the game and as soon as I make a sim it comes up with the shake dogs hand quest. I try to do the quest but as soon as I click on the bubble above the dog it will not let me do anything other then change it's name,i changed it's name but it still won't let me do anything. My sim is unable to move during this problem. The dog is just standing there and not doing anything, can you please tell me what's happening?!

Get ur sim go near to the dog than try click the dog it will show hand shake. Go on trying.
