Before you get the dancing nutria you have to have the letter delivered to the governor. Then talk to the detective so that you have to boat that you can use. Then go into Glasstown and to the right of the apartment building there is a staircase. Go down there and hop on the boat. Check your map for Nutria Island. Head there and put a nutria in your pocket.
