At the end of arcade mode , you have the possibility of fighting 1 out of 3 potential different final bosses , the choice of the final boss depends on how you played during the first 5 stages

the opposing team in the sub-boss fight will be an indicator on which final boss that is set to appear , if the Southtown crimelord team (geese , krauser and mr big) appears that means that Goenitz is your final boss , if it's the awakened Orochi team (orochi versions of yashiro shermie and chris)then Orochi will appear , otherwise if it's one of the 3 default sub-boss teams from og kof 98 that means Omega Rugal will appear , with that said here are the conditions of each one :

Goenitz : finish at least 3 opponents with a Desperation move

Orochi : finish at least 6 opponents with a Desperation move

Omega Rugal : fail to meet any of the above conditions (default final boss).
